I just upgraded KDE Plasma on my Linspire CE installation to 5.12 so I could add the "icons-only task manager" widget to my panel. The widget on KDE Plasma 5.12 allows you to pin apps to your panel in the same vein as Windows 7 and Windows 10.
I want to set this panel up as the default for any new users I add to my system.
I know how to do this in XFCE - you copy the XFCE configs from /home/user/.config/xfce to /etc/xdg/xdg-xubuntu - but I don't know how to do this in KDE Plasma 5.
Any ideas or suggestions?

Copy your .config .kde and .local to the /etc/skel directory using Krusader or any other root file-manager. This way when you create new users the panel will be the default. If you want to set it up for current users, copy those three directories to their /home/<user> directories but make sure you change the permissions of those three directories so that they can have read/write access
